The “Implementation Opinions” clarified that new or expanded projects such as steel, cement clinker, flat glass, and electrolytic aluminum should strictly implement the replacement of production capacity with equal or reduced capacity. The “Implementation Opinions” also pointed out that Shaanxi will formulate implementation plans for carbon peaking in key industries and fields such as energy, steel, non-ferrous metals, petrochemicals, and building materials.
