“National Vocational Skills Standards for Carbon Emission Managers” has entered the stage of public comment

Latest News: On July 29, the official website of the Ministry of Human Resources and Social Security released the “National Vocational Skills Standards for Carbon Emission Managers” (Draft for Comments) to solicit public comments on the standards. This is an important milestone in the professional capacity building of carbon emission managers, and will play an active role in promoting the cultivation of carbon neutral professionals in my country.

Weng Hui, one of the core drafters of the standard and the Industrial Development Department of the China Petroleum and Chemical Industry Federation, told reporters that since the establishment of the new profession of carbon emission manager in March last year, the work of professional capacity building has steadily advanced. Among them, the “National Occupational Skills Standards for Carbon Emissions Managers” is one of the most important basic documents. It scientifically defines the occupational content of carbon emission management practitioners, and clearly stipulates the skill level and theoretical level of practitioners at all levels. The basis for carrying out vocational education training and skill level evaluation of carbon emission managers.

It is understood that the formulation of the National Vocational Skills Standards for Carbon Emission Managers has received extensive attention from all walks of life. Since the Ministry of Human Resources and Social Security officially issued the standard project document in July 2021, the China Petroleum and Chemical Industry Federation has led the formation of a standard development working group to fully promote the standard formulation work. Under the guidance of the Ministry of Human Resources and Social Security, the Ministry of Ecology and Environment and other ministries and commissions, as well as the assistance of occupational classification experts from the Ministry of Human Resources and Social Security, relying on the Carbon Emissions Manager Professional Collaboration Group, the Petrochemical Federation has joined forces with China Air Transport Association, China Electricity Council, China Iron and Steel Industry Association, China Building Materials Federation, China Nonferrous Metals Industry Association and other industry associations, as well as various employers, organized from the Ministry of Industry and Information Technology Saibao Certification Center, Beijing University of Chemical Technology, Shanghai Environment and Energy Exchange, carbon emission rights registration and settlement (Wuhan) Co., Ltd., China Energy Efficiency Commission and other institutions and experts from scientific research institutes have carried out standard development work.

On June 14, 2022, according to the arrangement of the vocational skills appraisal center of the Ministry of Human Resources and Social Security, the Petrochemical Federation organized a preliminary review meeting of the standards. After the meeting, a draft of the standards was formed and reported to the Ministry of Human Resources and Social Security. After this consultation, the standard development working group will complete the follow-up standard development as soon as possible in accordance with the work requirements of the Ministry of Human Resources and Social Security Vocational Skills Appraisal Center, in accordance with the Technical Regulations for National Vocational Skills Standard Preparation (2018 Edition) and the actual work needs of carbon emission management. Work.

In addition, the compilation of the series of textbooks for carbon emission managers, which was carried out concurrently with the “National Vocational Skills Standards for Carbon Emission Managers”, has also been basically completed, and will be delivered and published in cooperation with the follow-up process of standard development. The development of basic resources such as related courseware is also in the process of simultaneous advancement, which will provide important basic resources for the systematic and standardized training of carbon emission managers.
